A Compromise for Submission
Among some of the strongest Shugo Daimyō of Japan, Ōuchi and Yamana have proven to be two rather difficult clans to negotiate with, oftentimes wielding their considerable influence to fend off Dynasty demands. However, seeking to further integrate the clans into the greater bureaucracy, Our Ruler has proposed an offer of autonomy to Ōuchi and Yamana, in the form of no interference within their respective clan's domain, should the Shugo Daimyō fully submit themselves. While negotiations have looked promising, some within the Court Title have urged Our Ruler to not follow through with the deal, worrying it may only embolden the clans longterm.
