While the Lowlands have largely remained a collection of provinces located in the greater Holy Roman Empire, they have also been a point of contention for influence between Country, England, and the various Holy Roman emperors. Seeing the empire in a weakened state, Fra Ruler now sees the region as having become largely devolved from the empire and as such, a potential avenue of expansion.
