제국 자유 도시는 황제에게 예속된 특수 종속국입니다. 제국 자유 도시 지위는 종속국이 신성 로마 제국의 자유 제국 도시 지위를 유지하는 한 유효합니다. 합병할 수 없으며 종주국에 어떠한 혜택을 주거나 전쟁에 합류하지도 않지만, 외교 역량 비용을 요구하지 않으며 제국 직할 도시 정책을 통해 직속 제국 자유 도시로 전환할 수 있습니다.
